Satellite radio to operate without commercial ads: Trai

New Delhi, Jun 4 Satellite radiocommunication in the state will be devoid of commercial ads and participants will necessitate two licences/permission to run the business, according to the bill of exchange of the Satellite Radio policy cleared by Telecom Regulatory Authority of Republic Of India (Trai) on Wednesday. On both the issues, Trai have concurred with the ministry of information and broadcasting. The regulator, in understanding with the ministry, have made a differentiation between the passenger car and the content services and recommended separate licence/permission for both. One type of license is envisaged for providing the artificial artificial artificial satellite radiocommunication service for passenger car and broadcast media of channels, and the other authorizations the participant to obtain enrollment for satellite radiocommunication channels, which he will in bend supply to the satellite radiocommunication service operator for broadcasting. However, according to Trai, the same participant can also throw both types of licences. The telecom regulator have recommended auctioning of the licenses if the figure of eligible appliers transcend the figure of licenses being offered, depending upon the handiness of spectrum and satellite. The license will be for a time period of 10 old age initially, with proviso for additional extension for 10 years. The licensee will have got to pay an yearly license fee of 4% of the gross revenue.

On not allowing advertisements, the ministry of information and broadcast media had stipulated that the artificial artificial satellite radiocommunication service supplier will not transport any commercial ads on its service except two proceedings per hr of promotional stuff about the satellite radio. Although broadcasters and frequency modulation radiocommunication had made a lawsuit for curtailing the continuance of ads or not allowing advertisements at all for the fearfulness of losing ad-revenue, The WorldSpace Enterprise, the existent artificial satellite radiocommunication service operator and stakeholders from the advertizement industry had asked for advertisements to be permitted. Trai have held that the existent service is operating on a subscription gross theoretical account without advertisements, that theoretical account shouldn't be tinkered with. WorldSpace had said that it have made important investings of around $400 million (Rs 1,600 crore) to realise its Republic Of India trading operations and wanted the One Time Entry Fee (OTEF) to be restricted to Rs 2.5 crore. Trai is of the position that the alkali value of OTEF should be raised to Rs 5 crore.

The Trai written document suggests that tellurian repeaters should be permitted but should only be allowed to re-broadcast satellite signalings and not locally produced and inserted programmes. This is meant to partially turn to the fearfulnesses of...
